This comprehensive study delves into the issue of statelessness in Cambodia, shedding light on specific populations who are stateless or at risk of becoming stateless. Unlike other countries, Cambodia has not officially recognized the existence of stateless individuals within its borders, nor has it systematically collected data on such populations. This book fills that gap by mapping the scope and conditions of statelessness, a pressing issue that has long been overlooked.

Marking the 70th anniversary of the 1954 Convention relating to the Status of Stateless Persons, this study draws on international guidelines and the UNHCR’s Handbook on Protection of Stateless Persons to define and explore statelessness in the Cambodian context. It examines the legal frameworks, both national and international, that impact stateless persons, and highlights the challenges of identifying and supporting these marginalized communities.

With a focus on prevention and reduction strategies, this report is a vital resource for policymakers, researchers, and anyone interested in understanding and addressing the complex issue of statelessness in Cambodia. An annex of human rights treaty findings and relevant sources provides further avenues for exploration and learning.
